Mindy Toothman Named Deputy Manager at DOE Carlsbad Field Office

CARLSBAD, N.M. – August 24, 2026 — The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) announced the selection of Mindy Toothman as its new deputy manager. In this role, Toothman will assist in leading operations at the Waste Isolation Pilot Plant (WIPP) and support the national transuranic (TRU) waste management mission across the DOE complex.

Toothman brings more than 20 years of environmental science, project management and federal oversight experience to the position. Most recently, she served as assistant manager for the Office of National TRU Program, where she oversaw WIPP’s characterization, certification, transportation and disposal activities.

"Mindy’s ties to the Carlsbad community and her extensive experience and deep understanding of the National TRU Program make her exceptional for this position," said Mark Bollinger, CBFO manager. "Her leadership will be vital as we advance our environmental goals, support cleanup operations across the DOE complex, and ensure the safe, compliant operation of WIPP."

Prior to her leadership of the Office of National TRU Program, Toothman served as a contracting officer representative for three major contracts and led the National TRU Program User Group, helping align program goals across DOE sites nationwide.

Toothman holds a bachelor’s degree in biology from Eastern New Mexico University and has dedicated over two decades to environmental management and public service within the DOE complex.
