Compliance Certification Application
for the Waste Isolation Pilot Plant

The Compliance Certification Application (CCA) submitted to the Environmental Protection Agency (EPA) by the Department of Energy (DOE) on October 29, 1996, is presented here in its entirety for review by interested parties. This application represents a massive undertaking by the DOE to show that the Waste Isolation Pilot Plant's waste isolation system can exceed the performance required in the applicable federal regulations. The original application and supplemental information requested by EPA are available to the public in specific dockets maintained by EPA in Washington, D.C., Santa Fe, Albuquerque and Carlsbad, New Mexico.

To make this application available to a wide audience and to enhance the ability of citizens to access this information, the DOE's Carlsbad Area Office has created this World Wide Web page. Specialized software is used to convert text, figures, tables and references into formats easily viewed. Due to the number of graphics involved, many of them were not converted from the original .tif format to the Internet compliant .gif format.

The Citizen's Guide to the Compliance Certification Application. This publication, available in printed form from the Carlsbad Area Office, serves as a non-technical overview of the application. It summarizes the thousands of pages of technical information contained in the full application. This guide will be of interest to a wide audience which has an interest in the WIPP compliance application.

Complete text of several of the federal regulations that apply specifically to the WIPP. Also the federal legislation that withdrew the land area in the immediate vicinity of the WIPP in 1992, as amended by Congress in 1996.

Complete text of technical references cited in the CCA (listed alphabetically), with the exception of those items for which copyright restrictions prevented their inclusion. In the interest of time, DOE initially released those references that were not copyright restricted for viewing via this Web site. Subsequently all references (copyright restrictions removed) have been made available and can be viewed under Additional references listed below.
